@Galactic Navy Officer Sure, yes you are correct that he can technically DRAW strong boundries... the problem is that he's terrible at enforcement.  The only person he has enforced his boundries on is the prince and that makes me suddenly realize that he might actually be a simp down deep since he's not enforcing his boundries with these mostly worthless women like he did with the prince.
