Charisma is a powerful skill to have; let's not forget that he has the entire Justice Pavillion on his side and the people from the village as well. But I doubt his goal is to bring Gold Frog over, but rather to seed doubt.
On the other hand, I really love the Pungcheon Sect Leader, he's such a gem. At first I thought he was a jérk for keeping the guy in chains, selfish no doubt, but the fact that they have a deeper connection shows he's not so bad underneath all that. And you can see how moved he was when MC called him his Master. He probably never imagined their relation to go that way.
