I don't do Taekwondo but any of my friends do, so I have some knowledge about it. As far as I know, the opponent should get disqualified cuz the injury looks pretty severe and that guy moved before the referee signalled

That doesn't get a penalty,that gets a disqualification. I don't know much about taekwondo but these rules are followed in karate as much as I know as a black belt.
