Interestingly enough the idea that you should give scholariships to students who get good grades and giving it to students with bad grades rewards them is pretty stupid. The only reason why schools/universities gives students with high grades scholariship is to incentivise them to come to their school.
Also if the prupose of a scholarship is to help a student get better grades / give them the resources to improve then it only makes sense to give it to students with low grades since they would beenfit the most from it.
That being said scholarships are usually/ideally given in consideration to need as opposed to merit alone.
