Probability is ran buy the Ai, each NPC is an individual Ai this includes unique monsters. The Main Ai hates him and is suppressing his chances to make rare equipment. This actually helps MC in the long run, which really makes the Main Ai mad.
This is why he needs an NPC motivator to make legendary items.
