Wft you all force him to stay, when he clearly didn't wanted, and now that he has nothing you're kicking him out under "Oh I m doing it for your own good"???? 
Where should that poor man go???What should he do?? Have you asked yourself if he is still capable of living alone?? Are you sure he will not have self harm thoughts?? Is he in a condition where should be left alone????

So basically the guide center aka rhe government are well beyond salvation.
They have close connection with the one that kill MC, plus it wasn't an accident they wanted to kill him for a "better" control of ML.
They are also doing human experiments, to force "awake" on normal civilian. 
And they are actively using MC gene on their experiments.

..is just that he was someone created because Dojka.
Years ago when he (Dojka) was reading "way of survivals" he suggest through a comment that will be nice if there was a problematic beauty (women) as a returner etc. to spice the plot, because at that time " way of survivals" was losing his readers. The author thought tha his idea was interested, so with the help of Dojka create our sweet little boy(forgot his name).. ..is just that the author made a little bit of adjustments.. like for exemple the gender etc

 And for the executioner
