I just can't believe that this is over... Black Clover was the first anime that I have ever watched, and then started reading the manga after Episode 170. This series was my introduction to shonen anime, and it helped me through the Pandemic, high school and real life.
So, don't be sad that it's over, be happy that it happened!
It reminds me of a scene from V for Vendetta, when the civilians beat up a state agent after he kills a kid.
It symbolizes the courage that normal people can gather after witnessing either something atrocious or inspiring that they just can't stay down.

Yes, the setting is similar to late 50-ies, early 60-ies Europe during the Cold War, so lobotomy/drugs can play a part too.
As you said, that Donovan did not call the Secret police on Loid puts quite a large hole in my theory. If he truly was a mind reader, he would have disposed of him as soon as possible... but he did not. Currently I have no idea why he spared him, unless he knew he is more important alive (which he could, if he read Loid's mind. His mission is not to kill, but to extract information from Donovan).
Yet, the clues still point in the esper direction. In Chapter 78, we learn from the Handler that Project Apple (the experiment which Anya and Bond was part of) is still running in secret, founded by the Ostanian National Party. Even though Donovan is the Chairman of the Party, there are no records about his involvment, which is strange, as the scars on his head (kinda) confirm he went through some surgery.
So, if the project WAS founded by Donovan, it does connect Anya and him. Also, Donovan never met/seen Anya before, and he is one of the few important characters she hasn't read their mind yet. So, we have to see what comes next, either Anya will be traumatized by remembering him, or he will remember Anya as Subject No. 7.
Guys, I have a theory why Donovan Desmond is so freaky and wierd, and might even explain his scars on his head... I think he might have been given an artificial mind reading ability, likely a copy/maybe advanced version from Anya, after she was tested in the labs.
Clues:
1: Donovan rarely talks, is an isolated person and the entire premise of the series is to get close to him, but it is impossible even though he is an important politician. If he can read minds, than he is likely to know who is a threat to him just by standing next to him for a while.
2: The eyes narrowing on people of interest. In Chapter 37-38, Twilight meets Donovan face-to face, and the result is... shocking for him. His usual subtle manipulation does not work, and Donovan takes control of the conversation quite easily. His eyes are narrow, has a suspicous look, and talks like he knows his ideology well, even if that was their first meeting.
3: In this Chapter, at the dinner where nobody says a word, it still feels tense. He looks at everyone, like he is scanning them, and his eyes narrow again, as she looks at Melinda. If the theory is correct, he realizes that her wife became best friends with Yor, the wife of the spy who was sent to gather information on him. If he read Loid's mind, it would not be a wild guess that he already suspects that the Forgers might be a fake/cover family for Twilight.
So, if this idea proves to be true, than he LITERALLY sees into their deepest thoughts, explaining why his wife, children, butlers and the entire country feel distraught by his presence, and how he can be the True Endgame Boss, and maybe he will be the reason Loid and Yor come to know each others identities, and how Anya's powers tie into the plot: a Natural Born Psychic Child vs an Artificial Esper Politician.
(PS: It is just a theory, I might be absolutely wrong about everything. If you have any ideas or better proofs, you can correct me)

The raven form makes sense, due to Rudo's ancestor being called Canis Surbenec...
Canis means dog/cainine animals in latin, and in nature, wild dog/wolf packs are usually accompinied by ravens or crows, using them as scouts. They signal where the prey is, so in return, the hunting pack leaves some of the remains behind as a guarante for further transactions like this.
We already knew the info broker had a close relation with Canis, but things gone in a bad way... His real form being a raven/crow strengthens this connection on a metaphorical point of view...
