Tia's mom (shan) comes from a tribe outside the empire. They have abilities. The stronger the power the bigger the price to pay. Shan can see the future. She already foresaw the whole story both storylines, that's why she died early. Tia's power was the do over w/c is one time use. It's not as powerful since she's half also no big price. The tribe is very secretive and doesn't like outsiders so no one knew about them, that's why shan was treated as a lady of unknown origins and the lombardis used to treat tia as a shame of the family.
