Just as the mian character is disgusted by the people's actions, I think it's reasonable for people to label guwon's actions as "black flag" behavior. There are many variables that go into this, but there is a clear display of a lack of empathy and human evil that has presented itself throughout history. So, to competely agree with what they have done is rather questionable. Although, little has been revealed about what exactly is happening in the story, so we might not be getting the full picture. Regardless, what he did was definitely scary and indefensible to a considerable extent.
