Although I think the criticism came for that and the war altogether came from the fact that Japan's expansion plan was failing in the long run. Also, before Meiji revolution, the emperor didn't really have much power. So it was likely the shogun.

@Gazni pirates in the sense that they were mercenaries. Like privateers during the Caribbean expansion of the west. But the Japanese were invaders. This was supposedly after nobunaga died and uesugi was shogun. But after he died, the rest of Japan lost interest with the expansion plan in Korea. Extra credits did a whole series of this in the story admiral you of Korea.
