It just hit me that the reason Shuraka isn't making a move on Tei anymore is because Tei pushed him away the night they were going to go all the way. Since Tei didn't explain why, Shuraka probably assumes that Tei doesn't want to do it with him or at least isn't ready. He thinks Tei might've been forcing himself all along, hence the line in the bath. It also doesn't help that Shuraka thinks Tei doesn't love him so all this would make sense.
