@Papyta there are gates for transportation I believe and they are independently managed separate from the emporer and the emperor just instigated a project where he takes control of the gates and roads and actually gave the goahead to start the project. The east and the north maintain the gates currently well before this chap. And this is not something to be taken lightly be what the emperor is trying to do is create a monopoly on the roads and the transportation of the region. He's entrusted with taking away responsibility of the gate from the North and the East will incite a rebellion if they don't want to give it up because I'm sure they get a large chunk of money for people using the gates. Or their gates to the dungeons, and where monster come come from I'm not quite sure they didn't make that part clear. I'd have to read back to see exactly what the gates are for.
