Artist probably didn’t do much research cuz the second you look up stoat it literally shows you a pic of the difference between mustelids. And for the panther ears it’s an optical illusion created by the combination of a triangular base and a rounded top and the angle the picture was taking from can affect how the shape of the ears look.
