That's not Sebastian, and that's not the hair dresser/makeup artist. He's likely either a vampire that is being controlled/threatened by the hunters, or possibly even a vampire belonging to an anti-hunter organization that developed within the last two years. From what I could tell, Tristan had assassinated multiple high profile vampires before disappearing, so it would make sense if the vampire community decided to retailate and sleuth out who the assassin was.

Sebastian has been his custodian since his parents died. That's not him. He won't do that to Ethan
