for those who're confused like i was:
juliet hates ML after being forced away from her home and family from the threat of war of 1: the emperor (ML's brother), that'll give land and sea to her kingdom if she accepts but fight if not, and 2: her brother, it being his last option 2 honor his promise to FL's dead mom of not letting FL marry into the royal fam, so FL married him 2 protect them. FL met ML twice, but he never showed up until *after* she signed the papers, unlike the emperor promised, she feels betrayed she's abandoning everything for someone who couldn't bother 2 see her after making her go thru all this.. also cuz she doesn't have much longer 2 live so she'd die in a foreign land away from her fam and with a guy she currently hates..
