An army exists to be deployed against threats against the nation, on either a full or piecemeal level. The only reason not to is if it is clearly going to result in a massive loss and there is no reason to try to delay the threat (such as trying to evacuate people in its projected path).
To defeat or drive away a freaking dragon -most creatures with their own minds will run if it's more trouble than it's worth to stay- shouldn't take a full army's strength unless the dragon is Mythical/SS+ class or the army is teeny tiny or weak.
