I'm only blaming the adults because you can't really expect kids to understand what's going on and help her. I don't blame the dad that much either because it seems like he had no choice but to go to the border and he didn't know what was happening to the FL, idk why he didn't send letters to her though. 100% the grandfather and all the other adults fault though, like wtf is wrong with them??
