Of course he's used to order the soldiers, Korean man has to go to military to serve the country because of "mandatory military service" and knowing he also work in hospital he's developing ability to be more frontal with his words so he could make people listen and it's become clearer in the panel where he's angry at the hospital cook so yeah he definitely thinking of the way to control people.
