Instead, he just locked them up, both of them, in a golden cage where they kinda could do whatever they wanted, perfectly knowing that Taeui is the only one who could convince his brother to make weapons.
Then, the only thing missing was a trigger, something that would push the MC to convince his brother because it did not seem like the presence of Taeui made Jaeui build weapons.
But, in the meantime, the MC managed to call the outside. That reassured him a lot, so he was not as in a hurry to go out as he was supposed to be.
That's why the mf needed a stress factor. Something that would make Taeui want to get out as soon as possible. And that's what he did when he told Taeui about the outside. We do not know in fact whether what he told him was true or not, but it does not matter. What's important is doubt, the feeling of emergency and anxiety. And that mf managed to plant all of them into the MC's mind.
Then, all he had to do next was wait for the MC to "influence" his brother. And you know the rest...
