I understand you guys, as a reader of novel, I also got confused when this scene came out of the picture, so for those who don't get it.
Taeui successfully left the UNHRDO, the author just didn't show how Taeui leave the camp but yeah, he has a new identity just as he wished and he's now far from he**... for now atleast.
