Ichi became because of the Majik king, who oddly enough had a trial made for a man... Add that to the oddity that they want to keep all capable warriors away from Witches and Majiks and you have an odd situation that seems to work to counter the even that happened to Ichi.
If magikeepers were allowed to take part in Majik hunts then what happened to Ichi becomes immeditately quite possible! Add that to the fact there is no reason to keep magikeepers out of it, in fact they would be able to keep an eye on what powers witches had so, there are reasons to take part and you have an odd situation that can only be explained by this.
