He wants Kitae to kill–

1. Reporter Kim and Tom Lee/Dogyu Lee ( Fighting Genius)
2. Eugene/Yoojin (Workers' Chairman and Opportunity Genius)
3. Lighting Choi (The one who Jake took advice from and a member of Gapryong Kim Fist Gang)

(1) To be honest, There's no way Tom Lee would let anyone harm Reporter Kim, she loves her and he doesn't even let people mess with the stuff she brings let alone her own self. The first one is going to be tough for Kitae, he's literally the fighting genius and a person from Gapryong Kim Fist Gang. 

(2) About the second one, Goo is the one who chose Eugene himself and introduced him to Charles Choi and he even said that himself that he has a special relationship with the workers which is obvious. Eugene is precious to Goo but Goo can have some difficulties fighting Kitae. Mandeok and Yuseong are ready to give their lives for Eugene too but that's not enough to beat Kitae. Goo hasn't smiles ever since Gun went to Juvie and I'm pretty sure Kitae would be pis*** since Goo and Kitae have partnered up too. 

(3) As for Lighting Choi, he can be in extreme Danger because he's all Alone now but Lineman has leveled up pretty hard to buy I don't think it will be enough to take down Kitae and I don't think Kitae will let Lineman live too. It's gonna be hard but if Jake and his new Alliance steps in to save Lighting Choi with Allied and Busan crew then that will do some work but I doubt they'd come to know about James Lee's Plan.
James Lee is being an total piece of sh** right now in my opinion, and Kitae has always been one but that Guy is going too far by telling him to kill Eugene, the one who he formed an alliance with to beat Charles Choi.
