This is seriously a very paradoxial problem. If you are going to help someone, make sure to di all the way, especially in situations like bullying, otherwise you can indirectly cause them more pain. And it's also the reason why many people won't try to help a bullee and just overlook.
A very vicious cycle and unfortunately one we can't do anything about.
