Most of them came from the South and the Capital, regions that usually supported the Emperor. Phileo quickly realized that the Emperor had intentionally arranged the attendance list to gain an advantage. Important allies from the South who normally opposed the Emperor were absent, while nobles loyal to the imperial palace had taken their places. The Emperor's plan became clearer when Baron Onokenta presented a proposal. He announced that the imperial government wanted every region to submit its road maps and land records. Officials would then inspect the roads to verify the information. The nobles from the East, West, and North immediately disliked the idea. They understood that this was not just about roads and it would allow the Emperor to gain greater control and influence over their territories.
