Varya was deeply touched by his words. She told Phileo that he was one of the most amazing people she had ever met and not because he was the powerful ruler of the North, but because he was a caring father, a respected leader, and a kind person. She admitted that his confession meant more to her than any other she had ever received and happily said that she felt the same way. Leo became extremely excited and celebrated when she heard that Varya accepted Phileo's feelings. However, Varya then said she needed more time before starting a relationship. This confused both Phileo and Leo. Varya explained that if she became involved with Phileo, her relationship with Leo would also change. She cared deeply for Leo and wanted time to prepare herself for that new role. She made it clear that she was not trying to replace Leo's mother, but she wanted to build a stronger bond with her. When Varya asked Leo if that was okay, Leo shyly agreed. She then honestly said that she hoped she could call Varya her mother someday. Varya blushed at the comment but warmly hugged Leo. Phileo watched them with a happy smile, feeling that everything was moving in the right direction.
Later, Phileo attended the first Noble Council meeting of the year at the imperial palace. There he met his close friend Carnis, who jokingly complained that Phileo had never told him about his relationship with Varya. Carnis felt a little hurt because he considered Phileo his best friend and wished he had shared such important news with him. Still, he was happy to see Phileo smiling and genuinely enjoying life. He even asked to be introduced to Varya in the future, and Phileo agreed. As more nobles arrived, Carnis began feeling uneasy. He suspected that the Emperor and his supporters were planning something during the meeting. When Emperor Subitheo arrived, the atmosphere became tense. The meeting officially began in the Casus Palace, where nobles discussed important issues affecting the empire. Phileo carefully observed the attendees. There were seventeen nobles present. Most of them came from the South and the Capital, regions that usually supported the Emperor. Phileo quickly realized that the Emperor had intentionally arranged the attendance list to gain an advantage. Important allies from the South who normally opposed the Emperor were absent, while nobles loyal to the imperial palace had taken their places. The Emperor's plan became clearer when Baron Onokenta presented a proposal. He announced that the imperial government wanted every region to submit its road maps and land records. Officials would then inspect the roads to verify the information. The nobles from the East, West, and North immediately disliked the idea. They understood that this was not just about roads and it would allow the Emperor to gain greater control and influence over their territories.

The proposal required each region to submit detailed road maps and allow imperial officials to inspect roads and transportation systems. Many nobles immediately opposed the idea because they felt it threatened the independence and autonomy of their lands.
Earl Carnis Line from the West questioned why this was necessary when the imperial palace already had maps. Marchioness Ortio from the East argued that the empire's roads were already excellent and did not need major improvements. She also pointed out that the East had created the magical gates used for transportation and was upset that the imperial family seemed interested in taking control of them. The nobles of the East saw this proposal as a threat to their authority. Viscount Olore and the nobles from the South strongly supported the Emperor. They claimed the project would improve trade and make the empire stronger. However, many nobles from the East, West, and North disagreed. Marquess Hespery suggested that money would be better spent fighting bandits and raiders instead of rebuilding roads that were already functioning well. When everyone expected Phileo to oppose the proposal, he surprised them. He said there was nothing wrong with maintaining roads and that the empire's intentions seemed reasonable. However, he questioned why the proposal also included the magical gates. After some discussion, the nobles voted. Despite opposition from several regions, the proposal passed with a majority vote.

After the meeting, Marchioness Ortio angrily confronted Phileo outside the palace. She accused him of supporting a plan that threatened the East's independence and could give the imperial family control over the gates. Phileo calmly explained that he had actually voted against the proposal. He admitted that he understood why the East was upset but also seemed interested in seeing the tensions grow between the regions and the empire. The argument became heated. Ortio complained that the East had suffered more interference from the empire than other regions and could not allow outsiders to gain influence there. She was especially furious about the demand to hand over documents related to the gates. Phileo even jokingly asked why she had not started a rebellion yet, secretly wishing she would. Before leaving, he unexpectedly offered her a strawberry-flavored candy as a peace offering. Ortio was so angry that she threw it on the ground and crushed it after he left. Meanwhile, inside the palace, Emperor Subitheo, Viscount Olore, and Marquess Parlduce's son watched the exchange. Olore criticized the East, calling them hypocrites who only sided with whoever benefited them. Parlduce's son immediately warned him not to insult the East because his own family had strong ties there. The Emperor then announced that administrators would soon be sent to every region to begin inspecting roads and transportation networks. At the same time, back in the North, Leo was having a lesson with Varya. Although Varya and Phileo had confessed their feelings for each other, they were not officially a couple yet. Varya wanted to continue teaching Leo because she felt responsible for her education. During class, Varya introduced several books about morality and proper behavior.
Leo hated the idea. She openly admitted that she disliked lessons about morals and thought it would be impossible to change her personality. However, Varya was determined. She believed Leo was talented, intelligent, brave, and kind, but she worried about Leo's vulgar jokes and inappropriate comments. Varya wanted to help her become more refined and responsible, especially because she would one day inherit Phileo's position. The lesson quickly turned into a playful argument. Leo claimed that even her father had given up trying to change her. Varya responded that she loved a challenge and would not surrender so easily. The two joked about muscles, with Leo teasing Varya for becoming interested in Phileo's muscles because of her influence. When Phileo returned home from the meeting, Leo happily ran to greet him. Varya also joined them and asked how the meeting had gone. To her shock, Phileo revealed that the proposal had passed.
