Before you write "Caesar's was so fake!!" Lemme just point out in past chapters, Caesar can't lie to Leewon, it was a old promise(besides the survival game, the literal point was to hunt down the other person without them knowing where you are) soo I may be incorrect but the reason why Caesar says sorry like that is that he actually raised differently, he was train to KÏLL as a child and is literally a MAFIA so he doesn't know how to use proper basic manners.
