Shakra is either so powerful he doesn't care what he looks like to others, or he's so weak he can only manifest in a form associated with weakness. And judging from earlier chapters, it's probably the second.
But if the game's programmed so Gods Need Prayer Badly, and Shakra's however-reluctant worshipper is there, there are interesting possibilities.
