@Ut4y His name is Seongji Yuk and he is from Lookism , he is a side character from Vin Jin's past but the thing is that he appears very late in the story around chapter 487 or earlier I don't remember well. But if you start reading that manhwa, know that it is also an adaptation of the anime, and the manhwa artstyle at the beginning is really ugly (but I miss that art, it was really funny) but it progresses over time .
