The duke is actually gods representative and he cannot interfere with humans, bc he is bound by strict rules, without a clear evidence, even if it’s fake, and if he breaks those rules he cant see mls mom again, so he plays passive instead bc he wants to protect ml as much as he can instead of just straight “dying” (he can’t die but the dukes body can again) and abandoning him
