If his Ice Magic is B, why is his other/water only C? Ice is just water manipulation

@Kazooie Manipulating water in its liquid form would be different from manipulating the solid form of ice, since ice is based on cold temperature. Just like Gray and Juvia from Fairytail, though they compliment eachother they both of their magic are of different principles.
