@Winter G As I understand it, the rank only really applies to civilians when they are in the abyss and under a command structure. Otherwise, it's more of an honorable ranking between people.
Since the abyss doesn't grant XP, most of his peers aren't grinding it like he is. Even when they decide to, it's going to be a long time before they become a general.
