@Lily nah female can be Emperor, Empress are simply emperor's spouse who manages royal palace and leads the trend or something while Emperor title is given to the one who rules the empire. Of course it's my opinion and from what I have seen so far in manhwas.
P.S. when female emperor marries her spouse is never called emperor and she doesn't simply becomes empress after marriage. She is still the emperor.
