i dunno why cop referring to Sam as "he" bc in novel Sam is woman and she cared about Eugene and Angie after some alphas r*e attempt bc Eugene went with him but didn't want to have s*x so he decided to just steal his wallet(they were very poor). basically Winston went to PD bc he thinks Eugene is a s*t and that he had relationship with Sam.
