They're mercanaries when you do this to mercanaries all you do is end up having them take their services to another country who will treat them better.

@Mistress Maya the problem is by the sounds of what was explained most of them are criminals or slaves or have unfavorable backgrounds so it’d be difficult to find a place esp cause that city is unique in it being frequently attacked by monsters thats why the city could do what it did
