@Guap because navy has a duty to protect people and JUSTICE just like navy marines in real life.. It's  always the politics who messes up.. Garp and other marines are protecting and doing things right as we all know navy is right and thieves or pirates are bad.. Everyone got brainwashed and no one knows the real history so obviously they will do things in correct and legal order without knowing it's a wrong path.. Garp has his own sense of justice.. he saw what happen in the island where innocents were killed by hunting.. Smoker and Tashigi was confused with their duties, Kuzan helped Robin blindly without knowing if this is right or wrong and asked her to show him the right path.. Dragon left the marines and built his own army for revolution or civil war.. Some people boast about army and their service but sometimes they rapes the women, destroy things that are historic and also do stupid things because they get orders from ministers.. If our father or any family member becomes a criminal then it doesn't means we have to support them but make them surrender

@sylvester war bringer I dont agree with Doflamingo, but i think it was during Marineforde he said something like "Justice will prevail, because the winners decide what justice is" and i think that goes a long with a lot of what you said. There are many reasons why people join the marines, or pirates, or revolutionary army. and then there are good and bad people in all of of them.

You gotta think on the grander scheme of things. Personal ties shouldn't put someone above the law and that is the dilemma Garp faced on Marineford and Kizaru has faced just now. The ones they wanted to protect are criminals and if they show any form of leniency, the only ones left believing that justice can be upheld would waver. I hate that this happened with Garp and how Kizaru handled his "Ace" moment since he's the one who personally executed Stella but I also understand that they are prioritizing the order side of things. Like it or not, the world still needs the Marines since not every pirates are like the Straw Hats. They are menaces across all seas that even Eustass Kid, a guy we were teaming up with an arc ago, was a good riddance when it comes to public safety (he willfully involves civilians in his fights and does not care about innocent casualties)

Which is also why I believe the Navy has respect for both Shanks and Whitebeard, the only Emperors who are actively protecting territories, are not plundering countries and are not actively opposing the government.

@Deafie That's what I meant. One of the common reasons to join the Marines is that they are good and work for the government. At least, that's what we read in school: that government, police, and armies serve the people for justice.. we also read that pirates are thieves and criminals.. We also saw some kids singing bad about Whitebeard and many were happy with his execution as they don't know about him as a person but as a pirate
