@Minh Nhat here's the run down. Due to the low birth rate of Japan, society nearly collapsed or something along those lines. Instead of having more kids they decided to just increase the average lifespan through medical procedures and medicine. Because of this youth has become an incredibly treasured aspect, while children have become valuable both figuratively and literally (think body parts). Before turning 18 they take great stakes to make children age as slowly as possible due to this, to the point where they even eradicated sleep by some means medically.

Where Santa falls into this is that the tradition of Christmas has become seen as unnecessary because children are so few in Japan. Hope this helps.
