Jiwoo and Jiyoung as lovers doesn't really work for a few reasons but mainly they don't have chemistry even though all of their interactions Jisook lied about them being a couple were romantic. Also even though they both have a crush on each other which came out of nowhere btw neither of them are acting on it in any way that's moving their relationship forward.
Not to mention this manwha never takes any time to develop Jiyoungs character or give us anything about her that isn't surface level stuff. We know she had to grow up young cause of her parents deaths and cares about her family and organizaiton but outside of that when you really think about it we really know almost nothing about Jiyoung as a person outside of who she is at work which is why I see so many people say they have no chemistry since there's not that much of a character here either
I think the creator just saw how the fans wanted to ship these two then said sure and didn't think much about it since the story isn't based on romance
