So remember murakumo had his powers sealed away so when kasane arrived there asking for rain, of course he couldn't do it and seeing kasane desperation irritated him because kasane didn't understand he couldn't do it and yet he made it feel like murakumo was selfish or so.

And he didn't have powers to force him out, remember they're sealed, so he had no choice but to scare kasane by forcing himself on kasane. Remember anytime they were doing it (before murakumo became attached), he would always tell kasane to say he should leave but kasane never agreed.

In conclusion, I'm just explaining why murakumo did what he did, not justifying his actions. Thank you for reading. Bye bye
