@firelord azula yea, the coucelling bodies or college itself do that a lot, as they want as high PARTICIPANTS as possible,
higher the number = higher the money
assuming you pay 1000rs (if you are from lower category and i just said 1000rs cuz i dont know for the doctors)
1000rs * 10,000= money money
