It's just chapter 1 how are y'all confused already Basically these two investigators have infiltrated this place. One as an escort and one who's pretending to be on the  Chairman's side. They're waiting for back up to come and help arresst the chairman until then escort guy cannot be caught by Chairman otherwise it'll ruin the plan and cause problems. But now exactly that has happened, the chairman is attracted to escort guy and wants him but they cant really fight against him, all his men AND escape safely without the backup
