That situation definitely treads a fine line, it's not fully halal. Even though there's no physical contact, the constant flirting and attempts to advance things are problematic. In Islam, if you develop feelings for someone, the proper way is to approach her wali—that's her male guardian, like her father, or if he's not around, her brother, uncle, or grandfather. You ask for her hand in marriage. If she and her wali agree, you give her the mahr, which is a bridal gift, and then you get married. After that, you're free to express your affection. But if marriage isn't possible, you have to prioritize your relationship with Allah. That means really restraining yourself, at the very least by lowering your gaze and avoiding those kinds of interactions.
