I think it is ongoing at avyss maybe,  I think maybe he wants to gather them all first, while doing slow tortures along the way, or that is what I would do, and then the real sh** starts when you have captured all of them so they can also see the suffering of the others while they are waiting their turn to be tortured.  So we might not have seen the end for garu yet maybe we will see more of his suffering once all the targets have been gathered.

its already said or implied garou is still alive in abyss being tortured i guess or captive idk so thye not dead yet mc doing some diabolical shi to them
