I'm just guessing here but hear me out what if this Han guy and Lee are the exact same person. Originally as Han he was on a mission from heaven but was killed before his mission was completed then got sent back again as punishment that is why his fate is tied to the emperor so in a way it's like a second chance at his mission. Although I don't have any idea why he doesn't remember his life as Han.
