One of two reasons. One (the most likely), is that the creator didn't want a darker skinned target. Two is that he doesn't work outside much. As we saw, slaves and normal subjects usually work outside. The king seems to be living a carefree life, making it so he doesn't have to work in the tiring sun, making it so his skin remains pale.
