@Constellation of souls I get where you're coming from, but I see Jinwoo a little differently.
He's still relatively new to the world of awakeners, and honestly, we're too learning about this world of awakeners with him. I already knew Frame wasn't a good organization, but even I didn't expect the consequences of asking them for help and so i don't expect jinwoo to know it too.
As for why he's always surprised, I think it's because people naturally judge others based on themselves.
For example, imagine two friends. One of them secretly lies and cheats. Later, he starts suspecting that his honest friend is probably lying too, because that's how 'HE' thinks. Meanwhile, the honest friend never even considers that possibility because cheating isn't something that would cross his mind.
Jinwoo is like the honest friend. He's never been the kind of person to hurt or manipulate others, so he doesn't naturally expect people to be that cruel. That's why he's shocked when he sees the darker side of awakeners. To me, that doesn't make him childish, he is reasonable.
