As usual the rule on how to register as an adventurer as loose as he**, everybody can register, no background check or contract.
Everyone able to get their hand on adventurer card and do anything they want while the adventurer guild take responsibilities.

@blackbirdz7 everyone has their circumstances and nobody is squeaky clean, they should still have a tablet that checks for criminal records, I mean stealing is still in the green, yet murdering and rap3 should get a quick call to the guards instead.
