Sak's mental is too weak to be called the 'Hero of this outbreak' and that's why they keep testing him. At first, Sak did not care about anyone else as long as he could survive. Then he met Lima and he threw himself away to save him. He also started to pity the child and wanted to help him but again, he threw himself away for that. I assume that they want Sak to save people but not sacrifice himself to save these people because he's far more important than anyone else.
