@Yooo I think they kinda do have development?? It's just not that type of manga that would have fluffy romantic interactions and their dynamic is a lil bit different, but I DO hope they'll kiss someday tho...
@Yooo like I'm sure they're in love with each other already, but it'll take time for them to understand that. Especially Kasuya cause he's a jerk
