It's true she's just doing her job, but that's not what people are hating her for (at least, I don't think that's the case). It's the lack of morals she presents during the whole thing, e.g. Lying to Kwonwoo about keeping the drug a secret from Dowon and telling Dowon it would be better if Kwonwoo didn't remember him because then he's be able to use his abilities efficiently.
She claims the centre tried to stop Dowon, but she did not hesitate to tell him about the drugs, knowing there is a high chance he'd hurt/kill himself in the process. She told him the side effects and then let him take the drugs anyways.
It feels more like she only cares about keeping Kwonwoo vitals/mental status stable because having an S-Class esper is beneficial to the organisation rather than doing it because she, as a doctor, cares about her patients and want them to be happy and healthy.
