@Antmrm he was there at the G**'s Valley incident but that's not it. His revelutionary army has been the biggest thorn in the side of the World Government for a couple of decades at least. It makes total sense for him to be the most wanted man in the world. Nobody else has made the World Government bleed like he has. We haven't seen much of it but he's supposedly led successful uprisings all over the world, way before Luffy started liberating nations.

You think he thinks sensibly?? Look at the celestial dragons and tell me that guy is sane!

He is afraid of the people from the war centuries ago. He is an old man afraid of past enemies rather than new ones. Quite frankly i do not belive he is worthy of being the last boss.

@Nobody what makes you think Imu is out there deciding bounties in the first place? The Navy handles that themselves. Imu likely thinks such matters are beneath him.

What do the bounties have to do with him going after Luffy and not Dragon?! Plus he is allowing the celestial dragons to fun amoc making everyone hate them and thus making enemies left and right. 

I question his sanity and overall direction of the WG, not the day to day decisions on small matters.

I do not even know what the Dragon's bounty is, never even thought about it... I assume high but i did not comment on it, maybe it was someone else and you got confused. It happens especialy when you use that move that Luffy used on Eneru!!!(joking on the last part)
