Okay after rereading the chapter I finally understand... Top's boss wanted the seal and she ordered him to get it no matter what. So  bottom took the seal from top's mother by deceiving her. And something happened to his mother while he was there. Or maybe she realized he was a scammer so she attacked him and he accidentally killed her idk just a guess. And his coworker knew who was he. But he didn't care. Because only thing they want was money. And 'm not sure but i think from the files  bottom learned top's illness and that woman was his mother
